Being RPG Maker (since 2K to VX) an gamemaker tool made to run in PS1 (thay run in MEDNAFEN) so is it possible?

Yes, the original RPG Maker for PS1 can run in Mednafen. However, there is no way to port an RPG you created to RPG Maker VX or any other modern RPG Maker. However, there is a site called the RPG Maker pavillion where you can download and share your own RPG created in RPG Maker for PS1. You need to copy the memory card files.
