Some games like Winning Eleven 2002 has drops to 20 internal fps but overclocking helps keep solid 37fps all time. Oc for netplay make this game smoother.

You should try duckstation netplay since duckstation already supports overclocking.
Adding overclocking and internal resolution upscaling isn't really the point of mednafen, its meant to be a pretty no thrills emulator focused on accuracy first and foremost. Mednafen doesn't do "enhancement features".

I tested Ducstation and is great but needs much more time to be number one. Only p2p and has problems with some vpn or need port forwarding for direct ip.

A traversal server to remove the need for either a VPN or port forwarding is coming in the future.
But as is, I think duckstation netplay is actually much more stable than mednafen is. Nothing is really gained from a server client model either when duckstation's rollback is good enough to let me get good games with players that were too far away to reasonably play with mednafen netcode. Mednafen certainly served the DRA community well for the last 3 years, but it's time has past for us.

For me are three emulators:
Mednafen (servers)
Duckstation (p2p)
Rarch (retrorach plus kaillera) (p2p and servers)
I hope all three will be developed.
