every time when i try to launch mednafen.exe a command-line appears for a split second and then an error message appears:
"No command-line arguments specified"
what should i do

Specify arguments on the command-line, use a frontend, or drag-and-drop game files onto mednafen.exe, with the optional usage of Notepad++ to edit mednafen.cfg while Mednafen is not running.
